Engineer Mosleh trying to get chief engineer position in exchange for Tk crores

Allegations of unethical competition have emerged regarding the position of Chief Engineer in the Public Works Department, a prominent engineering institution in the country. Along with this, it is complained that an unscrupulous group has come down with crores of Tk in addition to contacting various circles. Also, an engineer named Mosleh Uddin has been complained of embezzling crore of takas from Mirpur, Azimpur, Motijheel flat projects.

According to the agreement, Mosleh Uddin has been assigned to the Ministry of Housing and Public Works from the position of Member (Engineering and Coordination) of the National Housing Authority (NHA) on October 24.

According to reliable sources, he may be given the current responsibility of the Chief Engineer of the PWD within 1-2 days. It is alleged that the Acting Secretary of the Ministry of Housing and Public Works is cooperating in this work.

Allegedly, he takes commission at this rate (15%) for the implementation of each project. While working as a sub-divisional engineer in Jatiya Sangsad Bhaban, Mosleh was discussed for spending government money irregularly.

Allegations of misappropriation of funds were made against him. At that time, the investigation of the parliamentary committee found the truth of the complaint. A departmental case was recommended against him. He is also known as a member of Jubo League leader and controversial contractor Ghulam Kibria Shamim (GK Shamim) syndicate.

The Anti-Corruption Commission (ACC) had earlier sent a summons notice to the NHA official Mosleh. In the notice signed by ACC Director Syed Iqbal Hossain, it is said that "contractor GK Shamim and other persons have bribed government officials with hundreds of crores of rupees to get large contracts. This has led to embezzlement of government funds.” 

According to the notice, apart from this, hundreds of crores of Tk have been smuggled abroad in connection with the casino scandal. There have been cases of acquisition of assets outside of recognized income. These allegations are being investigated. It is important to speak for the sake of a fair investigation. Mosleh was asked to appear at the ACC head office at Segunbagicha in the capital. Accordingly, he appeared and was interrogated.”

According to ACC sources, GK Shamim was arrested on September 20, 2019 from Niketan area of ​​the capital. On September 30, the ACC decided to search the assets of GK Shamim and his associates. From that day, a seven-member investigation team led by Syed Iqbal Hossain, director of the ACC, started working.  On October 21, ACC Deputy Director Md Salah Uddin filed a case against contractor GK Shamim. Later Shamim was remanded and interrogated by the ACC. According to ACC sources, the name of engineer Mosleh Uddin is among the names given by GK Shamim during the interrogation.

During his student life, he was involved in the politics of BCL at Khulna University of Engineering & Technology. His own brother Nadeem joined the 25th BCS after the Awami League government came to power and served as police SP in RAB-8 and SB.

Sohail Rana on behalf of the PWD Contractors Association and on behalf of the officials and contractors of the PWD, Md. Badruddin Omar filed a separate complaint against Mosleh Uddin on December 5 at the ACC head office, alleging irregularities and corruption.  

Mosleh Uddin is third in the BCS 15th batch gradation list. Former Chief Engineer Ashraful Alam, who was number one, was removed due to allegations of corruption. Mosleh Uddin Ahmed is trying to get this position by dethroning the Additional Chief Engineer of Mymensingh zone, Mainul Islam, who is in the second position. In attempts to contact Engineer Mosleh Uddin regarding the allegations, he was unavailable and could not be reached via mobile phone call.
