Shahidul Haque, Bangkok, Thailand

The International Monetary Fund (IMF) has emphasized the importance of establishing sustainable public finances, maintaining fiscal discipline, and building strong institutions to attract foreign investment to low-income countries.

According to IMF research, improvements in these areas can increase the likelihood of attracting foreign direct investment (FDI) and make government investment incentives more effective. However, the IMF stressed that fiscal discipline alone is not enough to gain investors’ confidence. Good governance, policy consistency, and effective institutions are also essential.

These issues were highlighted in a recent analysis by the IMF’s Research Department and in its 2026 report, Macroeconomic Developments and Prospects in Low-Income Countries. The report stated that low-income countries are facing multiple challenges, including global economic uncertainty, rising debt repayment pressures, declining foreign assistance, and increasingly difficult financing conditions. In this situation, structural reforms are necessary to strengthen economic stability, encourage private-sector investment, and create employment opportunities.

According to the report, economic growth in low-income countries (LICs) could increase from 4.8 percent in 2025 to 5.3 percent in 2026. Despite this positive growth outlook, many countries continue to face weak per capita income growth, high debt repayment burdens, limited foreign exchange reserves, and restricted access to financing.

In this context, the IMF believes that relying solely on tax exemptions and various financial incentives is insufficient to attract foreign investment. Instead, it has emphasized the need to establish credibility in public financial management, increase revenue collection, prioritize public expenditure, and improve public finance and debt management.

Isabella Duarte of the IMF’s Fiscal Affairs Department said that the organization’s research had found a positive relationship between fiscal discipline, strong fiscal institutions, and foreign direct investment. According to her, policymakers can improve their prospects of attracting foreign investment by strengthening these areas.

She said that low-income countries need to focus on sustainable public finances and stronger fiscal institutions to increase investment. The research found that these measures are associated not only with higher levels of foreign investment but also with a greater likelihood that investment incentives will be effective.

Duarte explained that the research analyzed the overall relationship between fiscal discipline, institutional capacity, and foreign investment based on the experiences of different countries. However, determining which reforms would be most effective for a particular country requires consideration of its specific circumstances, challenges, and institutional capacity.

In this regard, she noted that the IMF’s technical assistance, policy advice, and economic surveillance of member countries could play an important role.

The IMF’s research was not specifically designed to evaluate the design of its lending programs or assess their impact. However, Duarte said that the findings could help the IMF’s country teams identify potential economic reforms.

She explained that strengthening fiscal institutions is often included in IMF-supported programs. In addition, the organization helps countries improve financial management through technical assistance and policy advice.

Through its Article IV consultation process, the IMF reviews the economic conditions and policy challenges of its member countries. These activities provide opportunities to identify appropriate reforms based on each country’s circumstances and advise governments on implementing them.

According to Duarte, although general conclusions can be drawn about the importance of strong fiscal institutions, determining how specific reforms should be implemented requires an understanding of each country’s unique situation. Therefore, field experience and country-specific policy advice remain important alongside research findings.

During the discussion, Kamal Gutali, a representative of the Office of the Prime Minister of Somalia, asked whether the research had separately considered foreign investment in fragile and conflict-affected states.

He noted that low-income countries do not all face the same circumstances. In fragile and conflict-affected countries, peace, security, and conflict-related issues can create major obstacles to investment, in addition to weak fiscal institutions. He asked whether fiscal discipline and institutional reforms alone would be sufficient for countries such as Somalia.

In response, Duarte said that fragile states had not been analyzed separately in the research. However, she acknowledged that the issue could be important for future studies.

She added that the research had also examined the relationship between fiscal institutions and foreign investment in countries covered by debt-relief initiatives. In particular, the relationship between stronger fiscal institutions and foreign investment was found to be more pronounced in countries that had received debt relief under the Heavily Indebted Poor Countries (HIPC) Initiative.

This suggests that countries with experience of debt relief may benefit comparatively more from strengthening their fiscal institutions to attract foreign investment.

However, these findings cannot be applied uniformly to all fragile and conflict-affected countries because their security situations, political stability, and institutional capacities may differ significantly.

Economic Growth to Increase in 2026, but Pressures Will Remain

The IMF’s 2026 report, Macroeconomic Developments and Prospects in Low-Income Countries, stated that changes in the policies of major economies are affecting low-income countries both directly and indirectly.

Changes in trade policies, migration, government spending priorities, and foreign assistance are creating new economic pressures for these countries.

Although declining food and energy prices and a weaker US dollar have provided some relief, reductions in official development assistance have already placed many countries under pressure. At the same time, stricter migration policies could weaken remittance inflows from migrant workers in the future.

The report emphasized the need to strengthen economic resilience and accelerate growth under these circumstances.

Most low-income countries need to continue fiscal consolidation, although its pace and form should be determined according to each country’s circumstances. The IMF highlighted the importance of increasing domestic revenue collection, prioritizing public expenditure, and improving public financial and debt management.

The report also called for sustainable monetary and exchange-rate policies to control inflation. In addition to safeguarding financial stability, structural reforms are needed to improve governance, institutional quality, private-sector-led growth, and employment creation.

Strong Institutions Must Come Before Tax Incentives

Tax exemptions and financial incentives play an important role in many countries’ policies for attracting foreign investment. However, the IMF report stated that the effectiveness of these incentives may remain limited unless fiscal discipline and institutional capacity are strengthened.

According to the report, strong macroeconomic and fiscal management can help reduce policy uncertainty for investors and improve the attractiveness of potential returns relative to investment risks.

Financial incentives should therefore be used selectively, with fiscal discipline and institutional capacity treated as important prerequisites for their effective implementation.

The findings suggest that investment-attraction policies should not be limited to offering tax exemptions to foreign companies. Instead, revenue policies, public expenditure, debt management, and the effectiveness of administrative institutions must be improved to give investors confidence when making long-term decisions.

IMF Highlights the Importance of International Assistance

The IMF report also emphasized the importance of continued international assistance in promoting economic stability and growth in low-income countries.

Such assistance includes concessional financing, technical capacity development, and policy support from the IMF.

In particular, the report called for limited concessional financing to be allocated according to appropriate priorities, especially for the poorest and most fragile low-income countries.

Overall, the key message of the IMF’s research and reports is that financial incentives alone are not enough to attract foreign investment. A combination of sustainable public finances, effective fiscal institutions, credible policies, good governance, and country-specific structural reforms is essential for creating an investment-friendly environment.

IMF Cuts Bangladesh’s Economic Growth Forecast

Earlier on Tuesday morning, during the annual meetings of the IMF and the World Bank Group, the International Monetary Fund lowered its economic growth forecast for Bangladesh in its latest report.

According to the IMF’s latest World Economic Outlook, Bangladesh’s gross domestic product (GDP) growth could fall to 3.2 percent in the 2026–27 fiscal year. In its forecast published last April, the IMF had projected growth of 4.3 percent.

During the same period, average inflation in Bangladesh could reach 10.9 percent. As a result, the cost of living for ordinary people, who are already struggling with high inflation, could rise further.

Meanwhile, the World Bank has forecast economic growth of 3.4 percent for Bangladesh. The Asian Development Bank’s (ADB) projections have also indicated concerns about the country’s economic growth.

Against this backdrop, Bangladesh’s Finance Minister, Amir Khosru Mahmud Chowdhury, held meetings with development partners in Bangkok on Tuesday. During discussions with representatives of the IMF and the World Bank, he sought their support for Bangladesh’s development programs.

The outlook for the global economy is also far from reassuring. According to the IMF’s projections, global economic growth could reach 3.1 percent in 2026 and 3.4 percent in 2027.

Conflict in the Middle East is putting pressure on economic activity by driving up energy and food prices. However, investment in artificial intelligence is providing some support for economic growth.

According to the IMF, restoring the capacity of public finances to respond to economic risks, strengthening energy security, and maintaining international trade and cooperation are essential to addressing these challenges.

Md.
