She arrived in the battery-run auto-rickshaw she drives every day to support her family.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her husband has been disabled since a road accident. With three children to raise and treatment expenses to manage, Yasmin continues to drive a rented auto-rickshaw. Often, her children accompany her.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her story reached Deputy Commissioner Mohammad Zahidul Islam Mian through a journalist. On a Wednesday, during the district administration\u2019s weekly public hearing, Yasmin came to the DC office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zahid listened. But the encounter did not end behind a desk. He walked downstairs and stood beside her auto-rickshaw.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yasmin received financial assistance for her husband\u2019s treatment and essential food supplies. She was also encouraged to keep her children in school.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Yasmin, it was immediate help at a difficult moment. For the administration, however, the incident raises a larger question: what happens when ordinary citizens bring their everyday struggles to the state?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When citizens knock on government\u2019s door<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every Wednesday, people arrive at the DC\u2019s public hearing with problems involving medical treatment, education, land and social assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kurban Ali, who had lost the use of all four limbs, came seeking an electric wheelchair. Before the hearing ended, one was purchased and handed over to him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Visually impaired student Omar Faruk, the son of a day labourer, had secured admission to the University of Chattogram but faced uncertainty over his educational expenses. The district administration stepped in with assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such interventions can make an immediate difference. But they also expose a deeper institutional challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens should not have to depend on the personal intervention of a senior official to obtain services that government institutions are expected to provide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why public hearings matter beyond the individual cases they resolve. They can reveal weaknesses in the wider administrative system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Protecting the hills and Halda<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chattogram\u2019s hills provide one of the clearest tests of administrative effectiveness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Illegal hill cutting, unplanned settlements and heavy rainfall increase the risk of landslides, displacement and loss of life. Mobile courts have operated in areas including Sitakunda, Akbar Shah and Bayezid. Heavy machinery used for hill cutting has been seized and legal action taken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Authorities have also worked on settlements in hazardous areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But periodic drives alone cannot permanently protect the hills. Continuous monitoring, inter-agency coordination, strong enforcement and realistic alternatives for vulnerable residents are necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Halda River presents a similar challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An important spawning ground for major carp species and a habitat for the endangered Ganges river dolphin, the river has long faced pressure from illegal sand extraction, motorised vessels and pollution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The district administration has conducted drives against illegal dredging and pollution and worked with fishermen and egg collectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the real test is not the number of drives or seizures. It is whether water quality, fish stocks and biodiversity improve and illegal activities decline over time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Making land services easier<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Land administration remains one of the biggest sources of frustration for citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A mutation application, incorrect khatian or difficulty paying land development tax can mean repeated visits, lost working days and prolonged uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chattogram administration has sought to address some of these problems through the government\u2019s grievance management system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Ministry of Land data, 486 of 882 online land-related complaints filed in Chattogram over a four-month period were resolved\u2014a disposal rate of 55 per cent, compared with a national average of 29 per cent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hathazari\u2019s Nuruddin filed a complaint online and later received his mutation record by post. Kattali resident Shafiqul Islam received assistance in resolving a problem related to land development tax after submitting a complaint.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such interventions can reduce citizens\u2019 time, cost and frustration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the ultimate goal should be to reduce the need for complaints themselves by fixing the administrative processes that generate them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2018Complete today\u2019s work today\u2019<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a meeting with officials in September, DC Zahid urged government employees to complete citizens\u2019 work on the same day whenever possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He has also called for daily self-evaluation, surprise inspections and greater accountability in services ranging from mutation to Khas land distribution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The message addresses a common frustration: delay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For an official, an unfinished file may be one among hundreds. For a citizen, it may represent a home, inheritance, livelihood or family savings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet instructions from one official cannot alone create sustainable reform. Clear service standards, transparent timelines, effective supervision and accountability must become part of the institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Small initiatives, bigger ideas<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some district initiatives focus on civic behaviour.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Chattogram Zoo, visitors can exchange 100 grams of plastic waste for free admission and a tree sapling, linking environmental awareness with recreation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The district also recorded more than 181,000 registrations in the \u201cNotun Kuri\u201d sports competition, compared with around 59,000 in Dhaka, according to organisers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such numbers do not automatically create athletes or environmentally conscious citizens. But these programmes can widen opportunities for children and encourage greater community participation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After tragedy, prevention matters<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration faced a more difficult test after 10 workers died from toxic gas exposure during ship-breaking operations in Sitakunda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DC Zahid visited the injured and coordinated compensation for the victims\u2019 families. Officials said the compensation reached the families within nine days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Timely compensation matters. But compensation comes after tragedy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The more important question is whether regulators, industry owners and authorities can prevent the next death. Effective inspections, safety standards and accountability are ultimately more important than post-accident assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Training must lead somewhere<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DC Zahid has questioned a familiar weakness in government training programmes: people are trained, certificates are distributed, but little attention is paid to what happens afterwards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a sewing-machine distribution programme, he asked where the women would work and how they would earn after completing their training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The principle applies broadly. Public investment in skills development should be measured by employment, income and economic independence\u2014not simply by the number of people trained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A similar emphasis is visible in initiatives encouraging children from fishing communities to attend school regularly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we wish to change our destiny, the only medium capable of doing so is education,\u201d Zahid has said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Technology cannot replace empathy<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The district administration is exploring AI-powered cameras for traffic management, while an ICT cell is working to counter rumours and misinformation on social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Digital services can make government faster and more transparent. But technology cannot replace empathy, accountability and respect for citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Administrative reform, therefore, is not simply about hardware and software. It is also about institutional culture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The man behind the office<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Born in Bhuyapur, Tangail, Mohammad Zahidul Islam Mian studied International Relations at the University of Dhaka. He also earned a diploma in Russian and an MSc in Human Resource Management from a university in the United Kingdom.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He joined the Administration Cadre through the 25th BCS in 2006 and has served as Assistant Commissioner, Assistant Commissioner (Land), Upazila Nirbahi Officer and Deputy Secretary at the Ministry of Shipping. Before coming to Chattogram, he served as Deputy Commissioner of Rajbari and Narayanganj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His initiatives in Chattogram span public hearings, land services, environmental protection, education, sports and industrial safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet the central question is not how many initiatives one official can launch. It is whether they become institutional practices that survive after he leaves office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That brings the story back to Yasmin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A woman carrying the burden of a disabled husband, three children and an uncertain livelihood came to a government office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DC listened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then he walked downstairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That gesture mattered. But the larger achievement would be a system in which citizens do not need an exceptional official to receive ordinary public service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The best administration is not one that solves ordinary problems through extraordinary intervention.
