National budget for FY27 placed in parliament today<\/em><\/strong><\/p>\n\n\n\n

Niaz Mahmud: <\/strong>The national budget for the fiscal year 2026\u201327 (FY27) is set to be placed before the Jatiya Sangsad (JS) on Thursday, outlining the government's financial plans, development priorities, and economic strategies for the coming year.<\/p>\n\n\n\n

The proposed budget is expected to focus on maintaining economic stability, controlling inflation, accelerating development projects, and strengthening social safety net programs amid both domestic and global economic challenges.<\/p>\n\n\n\n

A litmus test comes for a BNP regime after 19 years as the new government prepares to present on the day. Finance and Planning Minister Amir Khosru Mahmud Chowdhury is expected to place his maiden budget in parliament against the backdrop of political upheavals and economic disruptions.<\/p>\n\n\n\n

Finance Ministry officials said the budget has been prepared considering the country's current economic realities, including revenue collection targets, public expenditure requirements, and the need to ensure sustainable economic growth. The budget proposal is expected to emphasise fiscal discipline while supporting key sectors such as agriculture, education, health, energy, infrastructure, and information technology.<\/p>\n\n\n\n

The total outlay of the budget is likely to be set at Tk 9.38 lakh crore, the largest national budget in the country\u2019s history.<\/p>\n\n\n\n

This will be the first budget of the BNP government this time, following a landslide victory in the parliamentary election held on February 12 this year. A BNP-led government had last presented its national budget for the fiscal year 2006-\u201807 under then-Finance Minister M. Saifur Rahman.<\/p>\n\n\n\n

According to Finance Division officials, the budget is being prepared under the broad theme of \u201cEconomic Democratisation and Deregulation: Bangladesh\u2019s Journey Towards a Trillion-Dollar Economy.\u201d<\/p>\n\n\n\n

According to officials, the FY27 budget is likely to place significant importance on enhancing domestic revenue mobilisation. The government aims to increase tax collection through improved compliance, modernisation of tax administration, and the expansion of the tax net. Measures to reduce tax evasion and improve efficiency in revenue management are also expected to be highlighted.<\/p>\n\n\n\n

Economists have stressed the importance of increasing revenue collection without placing excessive burdens on low- and middle-income citizens. They believe a balanced taxation policy will be essential for sustaining economic growth and financing development activities.<\/p>\n\n\n\n

The proposed budget is also expected to prioritise inflation control, one of the major concerns for citizens in recent years. Rising prices of essential commodities have affected household expenditures, prompting calls for effective policy measures. The government is likely to allocate resources for market monitoring, food security initiatives, and targeted support programs for vulnerable groups.<\/p>\n\n\n\n

In the last fiscal year, growth fell below 4 per cent, the first time since the global coronavirus pandemic in fiscal 2019\u201320.<\/p>\n\n\n\n

Development partners have forecast that growth will remain below 4 per cent this fiscal year as well. Meanwhile, since 2023, inflation has stayed above 9 percent.<\/p>\n\n\n\n

In the upcoming fiscal year, the GDP growth target is expected to be 6.5 per cent growth and the inflation target 7.5 per cent.<\/p>\n\n\n\n

To achieve this, the revenue target will be set at Tk 695,000 crore, 90 percent of which will have to be borne by the National Board of Revenue (NBR).<\/p>\n\n\n\n

Social protection programs are expected to receive increased allocations under the new budget. These programs provide financial assistance to low-income families, elderly citizens, persons with disabilities, and other disadvantaged groups. Officials said expanding social safety nets remains a key government priority in order to ensure inclusive growth and protect vulnerable populations from economic shocks.<\/p>\n\n\n\n

Infrastructure development is expected to remain a major component of the FY27 budget. Significant allocations may be directed toward transportation networks, bridges, highways, railways, ports, and urban development projects. The government believes that improved infrastructure is crucial for enhancing trade, attracting investment, and creating employment opportunities.<\/p>\n\n\n\n

The energy sector is also likely to receive considerable attention. Efforts to strengthen power generation, improve energy efficiency, and promote renewable energy sources are expected to be reflected in budgetary allocations. Officials noted that ensuring reliable energy supplies remains essential for industrial growth and economic competitiveness.<\/p>\n\n\n\n

Agriculture, a vital sector of the economy, is expected to receive continued support through subsidies, incentives, and development programs. Increased investment in irrigation, agricultural research, and rural development initiatives may also be included in the budget.<\/p>\n\n\n\n

The education sector is likely to receive substantial funding to improve educational quality, expand access, and strengthen digital learning initiatives. Government officials have emphasised the importance of investing in human capital to meet the demands of a rapidly changing global economy. Allocations may support school infrastructure, teacher training, and technology-based education programs.<\/p>\n\n\n\n

Similarly, the health sector is expected to be a key focus area. Budgetary measures may include investments in healthcare facilities, medical equipment, disease prevention programs, and healthcare workforce development. Public health experts have called for increased spending to improve healthcare accessibility and service quality across the country.<\/p>\n\n\n\n

Business leaders have expressed expectations that the budget will include measures to stimulate private-sector investment. They have urged the government to simplify regulations, improve the ease of doing business, and provide incentives for industries that generate employment and export earnings. Support for small and medium enterprises (SMEs) is also anticipated.<\/p>\n\n\n\n

Export diversification and industrial development are likely to feature prominently in the government's economic agenda. Policymakers have stressed the need to strengthen competitiveness in international markets and reduce reliance on a limited number of export sectors. Initiatives supporting manufacturing, technology, and innovation may therefore be reflected in the budget.<\/p>\n\n\n\n

Experts have also highlighted the importance of maintaining fiscal sustainability. They suggest that careful management of public debt, efficient use of resources, and transparent financial governance will be essential for achieving long-term development goals. The proposed budget comes at a time when the global economy continues to face uncertainties, including geopolitical tensions, fluctuating commodity prices, and changing trade dynamics. Government officials have indicated that the budget has been designed to enhance economic resilience while maintaining momentum in development activities.<\/p>\n\n\n\n

Parliamentarians, economists, business representatives, and civil society organisations are expected to closely examine the budget proposals once they are presented.
