The plan divides the country into four major hydrologic units and calls for the construction of several large water reservoirs and medium\u2011rise dams to regulate water year\u2011round. According to the proposal, this system would help control floods, support agriculture, and ensure stable water supplies even during dry seasons.<\/p>\n\n\n\n
Another major component is waste management. Six modern landfills would be built to capture trash and debris. Over time, these sites would be converted into elevated parks \u2014 similar to Mount Trashmore in Virginia Beach \u2014 offering new recreational spaces for the public.<\/p>\n\n\n\n

The proposal also addresses transboundary pollution. Upstream countries \u2014 China, India, Bhutan, and Nepal \u2014 would contribute to water\u2011treatment costs based on their pollutant loads. Bangladeshi industries would follow the same principle, creating new jobs while safeguarding drinking water.<\/p>\n\n\n\n
But the plan\u2019s author emphasizes that infrastructure alone is not enough. He argues that Bangladesh must overcome a long\u2011standing habit of treating national projects as political property. Instead, he calls for a broad parliamentary consensus that places the master plan above party interests.<\/p>\n\n\n\n
He says engineering and administrative departments must maintain continuity across political transitions, while community leaders \u2014 from youth groups to farmers to local officials \u2014 must work together for the national good.<\/p>\n\n\n\n
\u201cBy 2050, a healthy and wealthy nation is within reach,\u201d he notes, adding that technical details can be clarified through open dialogue and trust. As Bangladesh faces the growing threats of climate change, he believes this master plan offers a clear path forward.
There must be a broad consensus among all political parties and patriotic leaders, reached through Parliament, that this master plan belongs to the entire nation.
