DHAKA : The committee reviewing cases of promotion-deprived retired government officials has submitted its second report to Chief Adviser Prof Muhammad Yunus, reports UNB.<\/p>\n\n\n\n
Committee Convener Zakir Ahmed Khan, also a former secretary, submitted the report at the Chief Adviser\u2019s Office on Wednesday.<\/p>\n\n\n\n
Siraz Uddin Mia, Principal Secretary to Chief Adviser Prof Muhammad Yunus, was also present.<\/p>\n\n\n\n
The five-member committee was formed on September 16, 2024, comprising representatives from the Cabinet Division, Public Administration Ministry, Finance Division of the Finance Ministry and Law Ministry, with Zakir Ahmed Khan as convener.<\/p>\n\n\n\n
The committee reviewed applications and made recommendations for officials denied promotion and later retired between 2009 and 4 August 2024 under the Public Administration Ministry.<\/p>\n\n\n\n
The committee has completed its work in two phases.<\/p>\n\n\n\n
In the first phase, the committee reviewed applications from officials at the rank of Deputy Secretary and above and submitted its initial report to the Chief Adviser on December 10, 2024.<\/p>\n\n\n\n
In the second phase, applications were invited from officials belonging to various cadres, excluding the Administration Cadre, holding positions at Grade-3 or higher.<\/p>\n\n\n\n
A total of 318 applications were received within the stipulated timeframe.<\/p>\n\n\n\n
Among them, 68 applications are outside the scope of the committee and 40 were found to be incomplete in terms of necessary information while 108 applications could not be considered.<\/p>\n\n\n\n
As a result, there were 210 applications for review by the committee. The committee held 14 meetings to verify and evaluate these applications.<\/p>\n\n\n\n
During the review of each cadre\u2019s applications, an Additional Secretary-level representative from the relevant administrative ministry was present at the meetings.<\/p>\n\n\n\n
The committee carefully considered written recommendations from the administrative ministries, opinions expressed by their representatives during meetings and other relevant factors.<\/p>\n\n\n\n
Based on thorough scrutiny and analysis, the committee formulated its recommendations.<\/p>\n\n\n\n
The committee has recommended retrospective promotions for 78 officials-12 to Grade-1, 32 to Grade-2 and 34 to Grade-3.<\/p>\n\n\n\n
An analysis of the promotion recommendations shows that six officials have been recommended for promotion by three grades, 17 by two grades and 55 by one grade.<\/p>\n\n\n\n
No recommendation for promotion has been made for 132 officials. In each case, the committee has clearly specified the reasons for not recommending promotion.<\/p>\n","protected":false},"excerpt":{"rendered":"
